A fraction pie chart is one whole, drawn as a circle, cut into equal wedges. The denominator of the fraction decides how many wedges the circle has, and the numerator decides how many of them are shaded. So 3/8 is a circle cut into eight identical wedges with three of them coloured in: the shaded area is the fraction, and the whole circle is the 1 that the fraction is a part of.
The reason this model is worth using is that it makes the denominator do visible work. When you increase the denominator, the wedges get thinner, which is the opposite of what many students expect from a bigger bottom number. Because every wedge in a circle must be the same size, the picture also enforces the rule that fractions are built from equal parts, not just any parts.
Pie charts have one limit worth naming: comparing two fractions by eye is harder with wedges than with bars, because the human eye judges length better than angle. When the task is comparing, switch the model above to a bar or a number line. When the task is understanding parts of a whole, the pie chart is usually the clearest starting point.
